Research Fund Execution Procedure

Accurate Research Fund Allocation
Research funds must be calculated accurately based on the calculation criteria, in order to avoid mistakes or excessively budgeted.

Purposeful Execution of Reserach Funds
Research funds must be executed in accordance with research plan and objectives, and they should be executed within the research period.
Funds should be disbursed only to the research participants specified in the research agreement.

Management and Retention of Supporting Documents

Supporting evidence for the execution of research funds should be objective documentation (e.g., tax invoices, approval forms, credit card receipts, bank transfer receipts, etc.).
These documents must be preserved for at least 5 years from the end date of the respective project.

▶ When requesting goods: tallying and examining reports are mandatory
▶ Goods registered as assets: Draw up particulars of account for goods to be disbursed
   (i.e., names of goods, number of goods, unit cost of goods)
▶Perishable goods and costs of usage etc.: Draw up other particulars of accounts
▶ Storage of originals of evidential documents: Tax receipts, specifications of transactions, business license etc.

▶ Funds cannot be allocated for the use of experts who are affiliated with the same research lab as the participating researchers (including researchers from the lead, collaborating, and subcontracted research institutions).

▶ Mandatory Evaluation of Contribution for Research Allowances
▶ No single PI or Participating researcher may receive more than 70% of the total allocated research allowance.
▶ Research allowances can only be given to PIs and researchers who are directly involoved in the research (cannot be provided to supporting personnel not directly involved in the research).

Process of purchasing Goods

Procedure for Central Purchasing (less than 20 million KRW)

▶ Research goods with unit value between 3 million KRW and total value 20 million KRW should be purchased centrally by the SNU R&DB Foundation
    ※ Research PIC may purchase goods with unit cost of less than 3 million KRW with the research expense card at his/her own discretion

Procedure for Central Purchasing (above 20 million KRW)

Open Bidding with the Public Procurement Service

▶ Any research goods with total value above 20 million KRW should be centrally purchased by the SNU R&DB Foundation through the Nara Marketplace Electronic Bid held by the Public Procurement Service

Private Contract Procedure

Although purchasing research goods with total value exceeding 20 million KRW should be done by the SNU R&DB Foundation through an public bid, in case purchase cannot be done by bid in accordance with Article 26 of the「Contract where the Government is a Party Act and the implementation rules of this Act」, a request for private contract may be made to the SNU R&DB Foundation

Procedure for Import Agent

▶ A system A system where the SNU R&DB Foundation provides import agency services to enable prompt and accurate handling of complicated import and customs procedures for foreign goods (equipment and reagent) for the purpose of education and academic research activities.

Tally Procedure

▶ All research goods that have been purchased with research funds with a value over 1 million KRW and research goods with a value of less than 1 million KRW that are durable are subject to tallying.

Procedure for Registration of Asset

▶ All goods that have been purchased with the SNU R&DB Foundation account with a purchase price of above 1 million KRW and any goods with a purchase price of less than 1 million KRW that must be managed as a SNU R&DB Foundation asset must be registered as an asset.
▶ The governing body must complete registration of purchased goods as an asset in the SRnD within one month of finalization of disbursement request.

Procedure for NTIS Registration

▶ Any research facilities or equipment, that has been built through the yearly national research and development project's investigation and analysis research project according to the 「Science and Technology Basic Act」, and has a purchase price of more than 30 million KRW or has a purchase price of less than 30 million KRW but can be used jointly, must be registered with the NTIS (National Research Facilities and Equipment Joint Usage Service(http://nfec.ntis.go.kr).

※ In case the governing body registers the goods directly with NTIS, a national research facilities and equipment registration certificate must be submitted to the SNU R&DB Foundation

Deliberation Procedures for High Cost Research Equipment

▶ Subject : Cutting-edge equipment that is to be built with government R&D budget

▶ Equipment Deliberation Committee
- Deliberation subject: Research facilities and equipment with total value exceeding 30 million KRW.
- Research institution support projects included, department consignment projects (pure research and development project, facilities, and equipment building project) should perform deliberation on research equipment with value exceeding 100 million KRW in case there is a request from each department (research equipment introduction deliberation and evaluation group)

▶ Research Equipment Budget Deliberation Committee
- Deliberation subject: Research facilities and equipment with value exceeding 100 million KRW to be included in the budget of the following year

▶ Research Equipment Introduction Deliberation and Evaluation Group
- Deliberation subject: Research equipment with value exceeding 100 million KRW and is intended to be included in the budget of the current year

※ When the research management exclusive institution of each department makes a request for equipment deliberation data or information, the SNU R&DB Foundation must submit the data of the deliberation results of the Seoul National University Equipment Deliberation Committee
